explosion: the act of deliberately causing a bomb or similar device to explode
impact: the action of one object hitting another, or the force with which one object hits another.
Stern: words or actions are very severe.
Proliferation Security Initative:대량살상무기(WMD)의 국제적 확산을 막기 위해 2003년 6월 미국 주도로 발족한 국제 협력체제.
an organization for prevent WMD’ spreading
Security :refers to all the measures that are taken to protect a place, or to ensure that only people with permission enter it or leave it

(1)The South’s geological agency said it detected an earthquake measuring magnitude 4.5 at 9:54 a.m. Monday at the North’s northeastern village of Punggye-ri where the first test took place in October 2006. This time the explosion was stronger than the first nuclear test indicating the North’s nuclear technology has advanced. The official Korea Central News Agency said, “The Democratic People’s Republic of Korea successfully conducted one more underground nuclear test on May 25.
And the test helped settle the scientific and technological problems and increase the power of their nuclear weapons.(2)
And North Korea appears to have test-fired a short-range missile Monday on its east coast after it conducted its second nuclear test. And North Korea launched a long-range rocket at 11:00 am on April 5.
Finally, North Korea’s threat impacts on the money market and world-peace and comes as tension peaks on the Korea peninsula.
Against the North Korea threat, the U.N Security Council plans to deal with the problem more sternly and (3) South Korea plans to join the Proliferation Security Initative and (4) is working closely with other countries involved in the North’s nuclear development.
